    "content": "This Bill, in accordance with the timelines provided in the Fifth Schedule, is supposed to be enacted before 27th of August, 2012, within two years of promulgation of the Constitution of Kenya. I want to thank Members for shortening the time of the period for publication. I also want to thank Members for this afternoon shortening the time within which the Committee will engage with this Bill and really going beyond the extra mile to be able to meet the deadline.
