The basis of my question is Standing Order No.158(3), (4) which clearly indicates that: “The Speaker shall be an ex-officio member of the House Business Committee. In the absence of the Speaker, the Deputy Speaker or a member of the Speaker’s Panel shall represent the Speaker in a meeting of the House Business Committee”."
