    "content": "Mr. Speaker, Sir, it is shocking that the Government has to resort to holding dead bodies to raise resources. It is also shocking to hear from the Assistant Minister that he is releasing this particular body not on humanitarian grounds but because it is too expensive for the Government to bury it. We have the same problem as far as the people of Kamukunji are concerned. I spend a lot of time attending to people who want bodies of their family members to be released from the mortuary, or patients to be released from places such as Pumwani Maternity Hospital. I want to ask the Assistant Minister whether the pledge that he has made here, that people who cannot afford to pay hospital charges, will be exempted from paying, will reach the hospitals. If that was the case the hon. Member would not have raised this issue in Parliament. It would have been resolved much earlier. Can he assure us that this"
