"content": "Mr. Speaker, Sir, I have the honour of sitting in the Finance, Planning and Trade Committee. The issue of the Chinese involvement in the development of our infrastructure has been one that we have looked at with great satisfaction and protected even when we go to trade talks. However, the issue of the Chinese now doing illegal trade is of great concern. It has been raised in Ghana and other African countries. For example, we have unregistered Chinese trucks transporting murram and other building materials in Kisumu City. They have been doing this business unperturbed for the last two months. The police have been instructed not to harass or arrest them. I had those trucks and the six Chinese who were driving them arrested. However, the following day, the Minister of State for Immigration called the OCS to have them released. It appears that the Chinese seems to have special treatment here. They cannot be here to break the law---"
