    "content": "Mr. Speaker, Sir, I think we really should not go out of our way to criticize the Chinese when we are to blame for some of the problems that we envisage here. I have in mind a situation where the Ministry in charge of issuing work permits and entry documents to foreigners, issues them without consulting the Minister for Trade. We do not know whether these people came here as visitors. There are 37,000 of them who came here. We do not know how many of them have approached the Ministry of State for Immigration and been given work permits to trade in Kenya. What procedures exist between the two Ministries to ensure that genuine Chinese traders operate in Kenya as opposed to those who obtain work permits illegally through corrupt practices at the Ministry in charge of immigration?"
