    "content": "Mr. Deputy Speaker, Sir, Article 38(3) of our Constitution provides that every adult citizen of Kenya has the right, without unreasonable restrictions, to be registered as a voter and vote by secret ballot in any election or referendum. A person qualifies for registration as a voter for elections or referendum if that person is an adult citizen of sound mind, and has not been convicted of an election offence in the last preceding five years. The standard evidence of Kenyan citizen and adulthood is a national identity card. The other instruments of identification, citizenship and adulthood such as the Kenyan passport or a driving licence are issued upon evidence of an identity card. This explains the significance of a national identity card."
