    "content": " Mr. Speaker, Sir, indeed, Kenyans do not work in other countries because there are no other nationals to work in those countries. They work out there because of existence of reciprocal arrangements between countries. We have Kenyans working in other jurisdictions, and we have people from other jurisdictions working in Kenya. Of course, what we need to do is to balance our national interests with the interests of a country living amongst civilised countries. We cannot close ourselves to other countries and other nationals. It is, simply, not possible."
