    "content": "Mr. Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Justice, National Cohesion and Constitutional Affairs on the tabling of the Draft Election Rules and Regulations to Parliament. In the Ministerial Statement, the Minister should indicate:- (i) when the Draft Elections Regulations 2012 will be tabled in the House as stipulated by the law, now that the contents of the said regulations are already in public domain and causing anxiety and jitteriness to Kenyans who want to contest in the next general elections; (ii) state if the Minister is aware that Section 109(3) of the Elections Act stipulates that the power by Independent Electoral and Boundaries Commission (IEBC) to make electoral regulations shall be exercised only after a draft of the proposed regulations has been approved by the National Assembly, at least, six months preceding a general election and that the six months expire on 4th September, 2012 and, if so, what is the road map towards realizing that; and, (iii) finally, indicate the reasons behind the delay in tabling the draft regulations as envisaged in Article 109(3) of the Elections Act, 2011."
