"content": "Mr. Deputy Speaker, Sir, accumulated backlog of unprocessed applications now stands in excess of 800,000 materials. However, the Ministry has assured us that the pending 800,000 applications will be produced within three weeks of the delivery of the materials. In the last two weeks, 150,000 cards have been processed. There are 650,000 application forms awaiting production of identity cards. Article 82 of the Constitution requires the continuous registration of citizens as voters. Article 82 also requires progressive registration of Kenyans in the diaspora as voters. Towards this end, the Government will launch the processing of identity cards in London on 29th August, 2011. The same will later be launched in other capitals. Kenyans still holding the degazetted first generation national identity cards in some parts of the country will also require to be issued with new identity cards in order to be registered as voters."
