    "content": "Mr. Deputy Speaker, Sir, in his Statement, the Prime Minister has indicated that they target to clear the backlog of 650,000 to 800,000 pending applications. We have been told there will be about four million young Kenyans who will be eligible to have ID cards and to vote in the next general elections. However, they fear they might be locked out for lack of these important documents. So, if the Government is only, probably, covering 800,000, what will they do to ensure four million young Kenyans who wish to participate in the next general elections are not disenfranchised and locked out of the process?"
