    "content": "Mr. Deputy Speaker, Sir, actually the groundbreaking of Ziwa was done. The tenders were put out and they are ready for commencement. Both of them are under the Eldoret Polytechnic. There was slow processing. I want to accept that they were slower than the others, because most of the others have spent almost 50 per cent of their funding. These two were slowed down for reasons that we have been made to believe had to do with tenders. Currently, they are underway. So, we are actually now on course."
