    "content": "Mr. Deputy Speaker, Sir, with regard to hon. Kigen, I have said that we are phasing out the issuance of the second generation of ID cards. We have already started the process of procuring the next contractor. That is now in place. In the meantime, we continue to issue the second generation ID cards which are going to be 2 million in number. We hope that by the time the exercise is completed, the procurement process will also have been complete, so that it will be a seamless transition from the old generation to the new generation ID cards. Hon. Wamalwa has talked about the 800,000 pending applications with the Ministry of State for Immigration and Registration of Persons. This is the backlog that I was talking about that the Ministry is trying to clear. I have also indicated that there are about 12 million Kenyans eligible for registration as voters, who do not have ID cards and, therefore, cannot be registered as I am speaking. I have also indicated that the Government is trying to increase the pace of the issuance of ID cards to enable these people to have ID cards ready for registration as voters in the country."
