"content": "Hon. Ethuro has talked about the cost of transport or logistics in ASAL parts of the country. He has talked about geography. We know that some areas are expanse, but the population is also low in some of those areas and, therefore, less days are required to carry out the registration exercise. So, if the money proves to be inadequate, there is an arrangement to add more money to ensure that money does not become a constraint in the process of the registration of the people. He wanted to know how we can combine the voter registration together with the issuance of ID cards. The new generation of ID cards can be used both as an ID card and as a voter’s card. This is a fact. It can also be your PIN, driving licence and even your insurance card. Hon. Khalwale has talked about the kickbacks. The issue of kickbacks has been there. He has said that it is easier for a Ugandan or a Somali to obtain the Kenyan ID card than a Kenyan. Basically, it is the same issue of corruption. This is the vice that we must fight and hon. Khalwale must help us fight this vice than just talking about it. Everybody, the Members of Parliament included, have a responsibility as patriotic Kenyans to help in the fight against corruption. We must be prepared to face corruption head on whether the corrupt person is a member of your ethnic community or not. We have dealt with cases where when it comes to the kith and kin, we want to apply different standards. Let us speak the same language in the morning, by mid-day, in the evening and even at night."
