    "content": "Electoral and Boundaries Commission (IEBC) in place, which is supposed to be responsible for the exercise that he is talking about. We have to transit from the old system of electing our leaders because we now have a devolved system of Government. In the past, Kenyans were used to what they called the three piece system where they voted for a councillor, Member of Parliament and the President. Now they are going to have to vote six times and in some cases, seven times. All that has been taken into account and that is why I am saying that we are going the Information Technology way. We are coming up with the third generation ID cards which will take into account what the Member is talking about."
