    "content": "As a matter of policy also, now that we are moving to issuance of new generation ID cards, which we can use as a driving licence, insurance card and even as a voter’s card, let us register everybody from the age of one day to six months using the birth certificates. So, anybody who does not have a birth certificate should be vetted. Anybody with birth certificate should be given an ID card. That way, we will sort out what hon. S. Abdalla has just said about people who are being discriminated against, because we do not have a proper policy to ensure that Kenyans are registered."
