    "content": "Mr. Deputy Speaker, Sir, I would like to ask the Prime Minister whether he is aware that the Government that he heads as the Prime Minister is in breach of the Constitution of the Republic of Kenya, more so Article 12(b), which says:- “12(1)(b) Every citizen is entitled to a Kenyan passport and any document of registration or identification issued by the State to the citizens”."
