    "content": "Mr. Deputy Speaker, Sir, my question has been partly touched by the last speaker. I only want to add one or two things. The same committee should be chaired by the District Commissioner (DC) and should have Members of Parliament, council chairmen, other stakeholders, including youth representatives, women representatives and religious organizations. This would ensure that even the Kshs1 million that has been sent to the district will be used in a proper manner. The risk is that they will spend all this money and the youths will not have been registered. Finally, the Prime Minister mentioned the lack of consumables for the last one year. This is similar to the answer by Mr. Ojode about the lack of spare parts for Land Rovers. How can we explain the lack of consumables? Is it paper, spare parts for these machines or films for photography? How can he explain such a thing? Consumables are items you can tender and ensure that they are procured continuously. What is the assurance he will give us that these consumables will not, again, ground the exercise? Mr. Deputy Speaker, Sir, I want to bring it to your attention that the youth are actually fed up. They are almost walking over to come and find out what Mr. Kajwang’ is doing. I suggest that they take it more seriously. We do not want to be given excuses about lack of consumables."
