"content": "of Nubians in this country. That is in Kibera. I, myself has raised this matter in this House before that Nubians have lived in this country. They came at the invitation of nobody. Most communities in this country came from somewhere and, therefore, Nubians do not owe their existence to anybody. They are not living here at the mercy of anybody. That is the reason we say that it was unfair and wrong to subject them to any extra scrutiny than any other Kenyan. If that exercise is still continuing in the coastal area or anywhere else, it must stop forthwith. It is not something that is acceptable at all in our country. Mr. Deputy Speaker, Sir, the computerization of the issuance of ID cards is going to deal with exactly what Mr. C. Kilonzo was talking about. This is because when it is computerized, you will put your finger and it will go into the computer. It is biometric and it will be recorded in that system. It will no longer be necessary to do the thumb printing or to go the manual search and make comparisons with the police. It will be much easier to apprehend criminals once we have gone metric. Aliens, as I have already mentioned are issued with alien IDs. Therefore, there will be no confusion at all between aliens issued with cards and Kenyans issued with Kenyan ID cards. Mr. Njuguna wanted to know about fraudsters or criminals who are issuing fake ID cards. These are criminals like any other criminals, for example, those printing fake bank notes. There are so many other criminals some of them stealing goats and cows. Therefore, these people fall in that category. They must be dealt with in accordance with the law of our country. Mr. Konchella talked about uncollected ID cards, which he said can sometimes be used for mischief and that these cards should be returned to the headquarters after a certain period of time. I know that this has been a problem. In some places you find that ID cards have been at centers for six months and have not been collected. Sometimes we find that the owners of the cards were never privy to the fact that the cards had arrived and were awaiting collection. So, what needs to be improved is the dissemination of information so that the people who had applied would know that the cards have come so that they can go and collect them. However, with the computerization, the mischief that the hon. Member is concerned about will be treated. It will not work because even if you go and collect that card, you cannot use it for voting because the fingerprint on it will be different from yours and the computer will just reject it."
