    "content": "On a point of order, Mr. Deputy Speaker, Sir. There was a very important issue which I wanted the Prime Minister to capture. That was the use of birth certificates serial numbers that are issued between the ages of one and six months. That can be a permanent solution for anybody trying to register as a citizen of Kenya. If we implement that in the new generation identity cards, we will never have a problem of people complaining about failure to get identity cards. This is because birth certificate serial numbers should be permanent identity card numbers for everybody in future."
