"content": "Mr. Deputy Speaker, Sir, Mr. Kabogo quoted Article 12(1)(b) of the Constitution and said that the Government is breaching the Constitution by not issuing people, including children, with passports and identity cards. We are issuing children with birth certificates. A birth certificate is a document of identification that Mr. Kabogo talked about. So, there is no breach of the Constitution. However, there is a respective Act that provides for issuance of identity cards at the age of 18. There are people who are over 25 years of age who were denied identity cards at some stage and I want Mr. Kabogo to know that this was not just with respect to Central Province because it also happened in other parts of the country. As things stand, every Kenyan is entitled to an identity card irrespective of his or her age. If he did not have it at that time, it is not a crime at the age of 25 to apply for it. So, the hon. Member needs to inform all his constituents who do not have identify cards, even if they are 65 years of age, to apply for them and they will receive them."
