"content": " Madam Temporary Deputy Speaker, thank you for giving me this opportunity to contribute to this very important Bill. We have talked too much about National Security Intelligence Service (NSIS) without talking about the Bill. This is the Bill which we really need to consider so that, if there are grey areas where we can propose some amendments, we can do so. That is because we cannot give the Committee the responsibility of amending or proposing amendments. So, in this august House, we should be debating about the Bill and, of course, raise issues as regards the Service. Madam Temporary Deputy Speaker, without security, there is nothing that can happen in any country. There will be no development. There will be nothing else! Totally! Therefore, security is paramount and this Bill gives functions to the NIS. There are several clauses here which require some cleaning. When you look at Clause 10 of the Bill, you will see the term of the Director-General. It reads: “The Director-General shall hold office for a term of five years and shall be eligible for re-appointment for one further term.” The term is “shall”, but suppose the man or woman is not capable? So, we need to make some recommendations. When you look at Clause 7, which is very critical, the Director-General of the service shall be appointed by the President. He or she should be appointed by the President with the approval of this House. That is because the President"
