    "content": "Thank you, Mr. Deputy Sir, for giving me a minute to conclude. On the issue of taping of phones, I think it is serious. I have just talked about trafficking. Some human beings are dealing with drugs. They should be taped and followed electronically. But if it is the ordinary citizens of Kenya, they should not. If you want to tap a citizen of Kenya, you must go to court and get a warrant. But they should not go for warrants for people who have come here to commit crimes because we know them. They are not citizens of Kenya. But the citizens of Kenya should be protected through a court process. Thank you."
