"content": "Mr. Deputy Speaker, Sir, thank you for giving me this particular opportunity to support this Bill. It has come at a time when our country is facing some threats from a neighbouring country, Somalia. Mr. Deputy Speaker, Sir, I would like to address myself to Clause 4 of the Bill on the composition of this particular Service. If you look at the composition, you will realize that it is lacking in one area; that is, economic affairs intelligence. I would like to propose that we include it within the Service. They can collect the information on it to guide the President on economic matters. Mr. Deputy Speaker, Sir, also looking at the composition of Service, the Bill talks about two-thirds gender requirements. It also talks about making sure that the Service is reflective of the face of the Kenya. It also considers regional balance. This is a good thing but there is an area where there is a major disconnect. For example, what will happen if the case the Director-General is investigating the police itself and passes the same information to the police or to the CID? That is lacking. We need to come up with mechanisms to make sure that the Service is able to force that particular police department to comply. There could be some other matters whereby the Service could be investigating the Office of the President. We should be able to make sure that, that particular intelligence is adhered to and a particular department dealing with that should be created to make sure that all the disconnects have been removed from this particular Bill. Mr. Deputy Speaker, Sir, I also want to refer to Clause 37 of this particular Bill on the issue of search warrants. The Service cannot just come to somebody’s home or"
