    "content": "Madam Temporary Deputy Speaker, thank you. I rise to support the Bill. Like I said before, it is important that we look at this Constitution in a manner that gives seniority to the chapters that precede others. It is important that in establishing the security organs, there is established a NSC which this Bill seeks to operationalize. In the Constitution, it is important for us to appreciate that it is required of the national Government to devolve its functions up to the county level. With the establishment of the NSC, maybe, it would be imperative for there to be established a county security council, so that there is a council at the county level much as we devolve other functions."
