    "content": "Mr. Temporary Deputy Chairman, Sir, this is one of the challenges we have. Come 14th January, there will be no Parliament, yet we will need all security apparatus in this country. One of the challenges that this Parliament must think of, not only in enacting this law, but also in relation to other laws, is the issue constitutional amendments. Is it possible to say that in case there is no Parliament, and there is a crisis we cannot use our Military to restore peace within the country? I think it is a matter that, even if we are not going to put it in the Bill, we must think about when thinking about the issue of gender and see to it that it is addressed through a constitutional amendment."
