    "content": "Mr. Chairman, Sir, unless we consider what is before us, or we adjourn to report the progress to the House, then the serious constitutional issues which hon. Olago would like to raise cannot be considered. But as of now, we can only deliberate on the matters that are before the Committee of the whole House. A Committee of the whole House is not a sitting of Parliament unless we report progress. We cannot report progress on a matter to be considered in a future date. That will contradict Standing Order No.137."
