"content": "Speaker will draw His Excellency’s attention to any mal-passage or mal- administration. The question remains that after a question is put and passed or negatived, what is the status of the Committee? What is the procedure for revisiting it? I am afraid the little law that I know says that you cannot revisit it in the same sitting or another; notwithstanding its gravity. The second thing is that this country cannot afford passage of laws that are intended for one village or two villages or for one region or for one committee or political party. It seems to me that the two amendments complained about in my absence were, probably, either supported or opposed on grounds of making a law with your eye on your supporters. That is not the reason we are here. The reason we are here is to produce a law that addresses the entire country. I agree with Ms. Karua that this point about party-hopping is a critical issue because it is covered expressly by the Constitution. Mr. Chairman, Sir, I want to say this for my learned friend Mr. Olago: On the issue of coalitions, a very calm reading of Article 108 of the Constitution is very interesting. I do not think it has been addressed by the Speaker. Let me read it for the benefit of the country. It states as follows:- Party Leaders (1) There shall be a leader of the majority party and a leader of the minority party. (2) The leader of the majority party shall be the person who is the leader in the National Assembly of the largest party or coalition of parties. (3) The leader of the minority party shall be the person who is the leader in the National Assembly of the second largest party or coalition of parties.” Mr. Chairman, Sir, I am satisfied that there are adequate opportunities for addressing a constitutional issue if it has occurred at the Committee Stage of the House, but it is not a further sitting of the Committee. I have no doubt in my mind that with the interest that I have seen on this issue, they are very delicate and very important because all of us are participants in politics. But please do not derail the passage of this law, debating an issue that under the Standing Orders you cannot revisit because it was---"
