The guidance I am seeking is that when the chairperson of a Committee proposes amendments, is he doing that in his individual capacity or in his capacity as the chair? Is the chairman in order? Is he withdrawing as a Member of Parliament or as the chair of the Committee? Are these proposed amendments, amendments of the Committee on Justice and Legal Affairs or they are amendments of the hon. Member?
