    "content": "The matter that we are grappling with right now is a concern brought to the attention of the Chair by an hon. Member of this House, for the pronouncement of the Chair and which then invites a ruling of the Chair. The Standing Order No.141 is saying that this matter can be brought, through the Chair, in Committee in similar manner as it can be when the House is sitting as an open House. To argue that we cannot do what we are doing now because we are sitting in Committee flies in the face of these Standing Orders. Therefore, Standing Order No.141 permits hon. Olago to bring this matter before you. It allows the Members to ventilate on this matter, so that when you pronounce yourself on this matter, you will have the benefit of the said ventilation. Then allow me to ventilate on the same."
