    "content": "Mr. Chairman, Sir, Clause 4(1) is a matter of definition. It just deals with replacing “national security” with “National Intelligence Service”. It is just a definition issue. The other bit is to provide for the requirement of Parliamentary approval. It is meant to put in place that provision so that whatever sections are captured in this Bill are also consistent with the Constitution. Largely, it is something that has been arrived at as a result of a consultative process between the Committee and all the other stakeholders, including the service provider."
