    "content": "Mr. Chairman, Sir, I have a similar amendment. If you look at the penalties that are provided, they are actually not regulated very well. You find that there is a fine of Kshs500,000 and a jail term of five years. You cannot equate Kshs500,000 to the five years. So, I am actually harmonizing because if you want to punish somebody by payment of Kshs5 million, the jail term should be higher. I will let mine pass if this one passes."
