    "content": "Mr. Chairman, Sir, I beg to move:- THAT, the Bill be amended in Clause 8- (a) by deleting the words “with distinction” appearing in paragraph (d) of Sub-clause (1); (b) by deleting paragraph (a) of Sub-clause (2) and substituting therefor the following new paragraphs- (a) is a member of Parliament, a member of a county assembly, a governor or a deputy governor; (b) has, in the immediately preceding period of five years, served as a member of Parliament, a member of a county assembly, a governor, a deputy governor, a trade union official or held an office in a political party; (c) by deleting paragraph (b) of Sub-clause (2). Again, if you look at this, Clause 8 has a lot of ambiguity especially on (1)(d). What we attempted to do was, first of all, to realize that the word “distinction” is not something that can either be qualified or quantified. It is something that is so subjective.
