    "content": "The Chair has heard very enriching and, indeed, very valid submissions here from both sides. The Chair is guided very much by Standing Order No.119. It is equally guided by Standing Order No.47 (3) (b). I do not need to read Standing Order No.119 because Mr. Wetangula put it very well. Standing Order No. 47(3) also gives a window of opportunity on a matter that is presumed to be unconstitutional for it to be raised at any level, committee level or plenary. Based on the two, the Chair is not saying that this thing is unconstitutional because the Chair has not internalized and consulted adequately. Nonetheless, the Chair is going to defer this business and will give a further direction on the same on Tuesday morning."
