    "content": "Madam Temporary Deputy Chairlady, one of the critical roles that I always play is to be a consensus builder. I want hon. Members to decide whether this amendment is acceptable or not. This is what we have put together with the able Attorney-General. The whole section should read, if that is acceptable:- “Any unauthorized person with intent to aid foreign power or entity or endanger national security, obtains, attempts to obtain or is found in possession of classified information without the lawful excuse commits an offence and is liable to a conviction in prison to a term not exceeding five years or a fine of Kshs5 million or both.”"
