    "content": "Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 83 be amended in sub-clause (1) by deleting the words “the Director-General” appearing immediately after the words “in consultation with” and substituting therefor the words “the Council”. Madam Temporary Deputy Chairlady, we are seeking to amend Clause 83 by deleting the word “Director-General” and in place of it put the word “Council”. This is about regulation making. We are saying that the Cabinet Secretary, in consultation with the Council, be the one to make the regulations which, of course, have emanated from the Director-General. The whole idea is that the main recipient or the main user of these regulations will be the Director-General. It is only proper that we delegate this power, as Parliament, to higher institutions that are not involved in the day to day operations of the institution."
