    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by deleting Clause 17 and substituting therefor the new Clause- Regulations 17. The Cabinet Secretary may, with the approval of the Council, make regulations prescribing anything required by this Act to be prescribed or generally for the better carrying out of the provisions of this Act. Mr. Temporary Deputy Chairman, Sir, the rationale in this case is that the power to make regulations on proscription should be vested on the Cabinet Secretary, who is essentially the one who is answerable for the actions and decisions of the Council. So, basically, being an administrative issue, that is why we are putting that amendment. ( Question of the amendment proposed)"
