That individual can wake up one morning and say that a certain portion of the service staff is no longer required. Therefore, this must read “the Council may appoint such a number of members of the service as may be necessary for the proper and efficient discharge of functions of the service”. We cannot give this responsibility to an individual. So, I oppose."
