    "content": " Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 23 be amended in Sub-Clause (1) by deleting the words “the Council” and substituting thereof the word “Director-General”. Mr. Temporary Deputy Chairman, the Clause we have in mind, Clause 23, deals with the discipline of the personnel in the service. Discipline is better performed by the Director-General (DG) and not by the Council. This is what happens. The commander of the army is given powers to discipline the officers. The Inspector-General is given powers to discipline. This is a disciplinary matter."
