    "content": "Mr. Temporary Deputy Chairman, Sir, I want to seek your direction because I had said that if you had recommitted Clause 46, I wanted to seek a third amendment by proposing to delete part (e). This is because both (e) and (f) are unconstitutional. Article 35 of the Constitution which is on the right to information provides that you cannot gag Kenyans. Even as we have passed (f), mercifully and thankfully, we are not the ultimate in terms of decision making. We have a reformed Judiciary and I am going to ask the International Commission of Jurists and the Law Society of Kenya to go to court and seek the court’s interpretation that this is unconstitutional."
