    "content": "(Mr. M. Kilonzo): Mr. Temporary Deputy Chairman, Sir, I would like to join hon. Shebesh and Ms. Karua in persuading the Minister that the fears she has are unwarranted. That is because it will require a court order. In fact, the Sub-clause opens by saying: “By court order---” In all jurisdictions where equality is mandatory, the commissions must have power to go into premises, as hon. Shebesh has said, to verify whether children are well fed, disabled people are receiving support and whether our women are not being circumcised in backrooms. I suggest the Minister withdraws this amendment."
