    "content": "Mr. Temporary Deputy Chairman, Sir, given that it is the Ministry for Local Government that actually looks at issues of devolved governments, I would says that for the time-being, the Minister responsible for issues of devolved Governments. What he is saying would be a totally new concept. It does not take into account what I was suggesting in the amendments. If we could say: “Cabinet Secretary responsible for matters of devolution.” I see that the Minister agrees with me."
