    "content": "THAT Clause 38 be amended by deleting the words “shall not” in the second line, and replacing them with the word “may”. The reason will be obvious. This is a human rights Commission. It comes under the Chapter protecting the rights of our citizens and because of Article 10, public participation, and many other clauses in the Constitution."
