    "content": "Mr. Speaker, Sir, we had to scrutinize the reasons and the expenditures that the Ministry needed in order to come up with the kind of budget that is in Sessional Papers Nos.1, 2 and 3. Accordingly, we had to have a meeting with the Minister, himself, and the parastatals that fall under the Ministry like KenGen and Geothermal Development Company (GDC). As instructed, we wanted those papers delivered to us last week on Thursday. But that did not happen until this morning."
