    "content": "Mr. Chairman, Sir, first of all, to respond to Dr. Khalwale’s concern, if you read Article 27 on Equality and Freedom from Discrimination, it clearly provides on the issue of gender. What we are trying to cure in deleting “two thirds” is that it is not possible. It is opposite of what is captured in the Constitution. So, we are saying that in appointing persons as members of the service, the Director-General and the Council shall ensure that the composition of the service meets the gender requirement as enshrined in Article 27 of the Constitution. It even makes it clearer."
