    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 16 be amended in Sub-Clause (1) by deleting the words “The Director-General may, in consultation with the Council” appearing at the beginning of the sub-clause (1) and substituting therefor the words “The Council shall”. Mr. Temporary Deputy Chairman, Sir, this has to do with employment. We feel it is better that this is handled by the Council, as opposed to an individual, in this case the Director-General. So, we are institutionalising the function in the Council."
