    "content": "THAT, Clause 45 of the Bill be amended by deleting the words “the judge shall” and substituting therefor the words “the judge may” Mr. Temporary Deputy Chairman, Sir, again here, the word “shall” we felt it was so forceful and it makes it mandatory for the Judge to make decisions in a certain direction. Ideally, the issue of going to court is to allow the Judge to exercise discretion. So, instead of the word “shall”, it should be substituted with the word “may”."
