    "content": "to do something which does not require police power. It is to gather information about which there is a limitation under Clause 24 of the Constitution. However, I do not want the NSIS to have powers that they can abuse. So, the amendment I am proposing is that even when they act in emergencies, we should not give them 36 hours. They must go to court which must approve what they want to do, if it is right. So, I am moving that we reduce it from 36 hours to 24 hours."
