    "content": "Madam Temporary Deputy Chairlady, I am equally concerned with the consultations that are taking place. It appears that it is another meeting and yet we are busy on this Bill. While we appreciate the need to secure our nation and motherland, it is also important for us to realize that we have gone through regimes which have subjected Kenyans to a lot of harassment. This should not mean that we do not want a stable future in terms of security. I think the punishment should go to the person leaking the information and not the person holding the information. This will amount to gagging the media. The media will not be able to access information."
