    "content": "Madam Temporary Chairlady, I beg to move:- THAT the Bill be amended by deleting Clause 74. Again, looking at our own Constitution, the Budget cycle is likely to change after the next General election. Therefore, what this particular clause has still in mind is the old Budget cycle. You know right now, we are operating in transition. So, if we legislate the way it is then it means, after the next General election this has to be amended. So, we suggest the deletion of this."
