    "content": "Madam Temporary Deputy Chair, I beg to move:- THAT, Clause 80 be amended by deleting the words “five years” appearing immediately after the words “not exceeding” and substituting therefor the words “three years”. We are seeking that Clause 80 provides for a general penalty of imprisonment for a term of five years and a fine of Kshs500,000. We find this penalty a bit harsh, more so, for an offence not specifically created under the Act. It is a general offence and we are proposing that we reduce that to three years."
